Traffic signal - ITS devices and streetlighting maintenance for a period of 60 months
The Department of Logistics and Infrastructure (DLI) is currently exploring opportunities for procuring traffic signal, Intelligent Transport Systems (ITS) and Streetlighting maintenance services in the Northern Territory, Australia.
Current contracts are for traffic signals on a regional basis, ITS partially covered in regional contracts, and streetlights no fixed contract (Katherine Region excluded).
As part of the strategic planning process, a market sounding exercise is initiated to gather insights from potential contractors operating in the ITS maintenance sector.
The primary objective is to gain a comprehensive understanding of the market landscape, identify capable and innovative contractors, and assess the feasibility of outsourcing maintenance services across the Northern Territory.
The exercise is to gather information from industry on the following key areas:
Service Providers
- Tendering model to service the NT;
- Zone1 - An all-inclusive service for traffic signal and ITS maintenance Territory wide. This portion of the tender will include Streetlighting maintenance for Darwin Region.
- Zone 2 - Streetlighting maintenance for Alice Springs Region and Tennant Creek Region as another portion.
Tenderers may tender for the contract as a whole or a separate portion, Zone1 or Zone 2
- Alternative portions can be proposed to provide the services.
Capabilities
- Technical expertise in traffic signal, ITS and Streetlighting maintenance.
- Experience in managing and maintaining traffic signal, ITS and Streetlighting systems of varying complexities.
- Capacity to provide timely and effective response to emergencies and breakdowns.
Innovation and Technology
- Innovative solutions and technologies that can enhance the efficiency and reliability of traffic signal, ITS and Streetlighting maintenance.
- Integration of smart technologies for real-time monitoring and predictive maintenance.
Compliance and Safety
- Adherence to relevant safety standards and regulations.
- Understanding of environmental considerations and sustainable practices in maintenance activities.
DLI Network
DLI currently owns and operates 102 traffic signal intersections, 71 CCTV cameras, 51 variable message signs, 15 road condition signs, 6 variable speed limit signs, 9 school zone signs, 47 uninterruptible power supplies and 7928 road lighting poles Territory wide.
DLI network of assets are predominately located within the greater Darwin region, with assets also located in regional centres Katherine, Tennant Creek, and Alice Springs. There are a small number of assets located in remote locations across the Territory which will form part of the maintenance activities.
The assets increase yearly with innovation and technology and the advancing of our network.
The Department is moving to modernise the streetlighting network, utilising connected technology for remote monitoring and control of the streetlight network across the Territory.

Contract Portions
DLI is proposing to break up its assets into two separable portions for the tender with prospective tenderers able to provide a response for one or both portions of the works.
It is proposed that the contract will be for a term of five years.
Zone 1 Assets:
- Northern Territory wide traffic signals
- Northern Territory wide ITS devices
- Darwin streetlighting.
Zone 2 Assets:
- Alice Springs streetlighting
- Tennant Creek streetlighting
Katherine region currently has a streetlighting maintenance contract which will end in 2026. The opportunity may exist to negotiate with the vendor/s to have these assets form part of either the Zone 1 or Zone 2 Asset Listing.
Key Dates
DLI is currently planning to advertise the Tender in the first quarter of 2025 with anticipated contract commencement mid-2025.

Tenderers must note that the following criteria elements that are important to the Northern Territory Government (NTG).
Local Presence and Local Industry Participation
A permanent presence with proximity to where work is to be undertaken has advantages like increased awareness of local social, environmental and economic conditions, reduce project delivery risks, while prioritising investment in infrastructure, business development, and encouraging the use of local subcontractors and suppliers to increase local employment while creating capacity, capability and upskilling the Northern Territory.
Aboriginal Participation
Aboriginal Territorians are significantly under-represented in the workplace. Supporting employment opportunities for Aboriginal Territorians benefits the Territory by growing the local economy, increasing business, developing the regions and building the Territory workforce.
For the purposes of this criteria Aboriginal Territorian includes both Aboriginal and Torres Strait Islander people who reside in the Northern Territory on an ongoing permanent basis.
Industry Accreditation for NT
The Tenderer must be accredited by Contractor Accreditation Limited (CAL).
Accreditation for a period contract must be to a rating that is equal to or higher than the total value of the six (6) monthly value of the Tender Response in the CAL category and group for CIVIL WORKS / Intelligent Transport Systems/Streetlighting.
